Six ideas, one argument.

The ideas

Six arguments he has made in public over ten years, each anchored in his own words and linked to the source.

Health financing

Money follows value

Africa's health problem is usually described as a funding gap of US$25 to 30 billion. Dr Okulaja's argument, made since his IFC years, is that money alone does not close it. Health systems need frameworks that can absorb capital: pricing, insurance pools, quality standards and contracts that lenders can read. Build those, and capital follows; skip them, and grants leak away.

The solution with the Nigerian health sector is not on the financing, but in building frameworks and ecosystem that can absorb such financing.

Sustainability

Health is a business, so it can last

The idea drew a provocative headline in 2018, and he still holds it. A clinic that cannot price its services, an insurer that cannot pay its claims and a manufacturer with no buyers all fail the poor first. Treating health delivery as a business is about building care that is still open in ten years, not about profit at the bedside.

If we don't view health as business, we would find out that it will not be sustainable at the end of the day.

Medicine self-sufficiency

Demand is the missing collateral

West Africa imports most of its medicines while local factories sit half idle. In his 2026 Pharma West Africa keynote he described three layers (service delivery, capital and production) that have never been joined. Pharmacies know what patients buy, but that knowledge never reaches lenders or manufacturers. Organise and verify that demand, and it becomes the collateral the whole chain needs.

When demand is organised and verified, manufacturers can produce against guaranteed offtake, lenders can support stable cash flows, and pharmacies can stock quality medicines with confidence.

Universal health coverage

UHC is a journey

Universal coverage is not declared; it is accumulated. In Lagos that has meant mandatory insurance regulation, enrolment drives, an actuarially priced private health partnership, rapid malaria testing in primary care and the first budget line for malaria pre-elimination. Each step is financed and sequenced, and each one makes the next possible.

UHC is a journey, not a destination.

Digital health

Technology is the means

Digital health in Africa has produced many pilots and few systems. His test for any tool is the outcome it changes: a correct diagnosis, a stocked shelf, a paid claim, a budget line. At Maisha Meds that has meant free software in thousands of pharmacies, valued for the data and financing it unlocks rather than for the software itself.

A lot of times we look at our innovations as the end to a means meanwhile, it is the means to an end.

Skill before scale

Lagos is moving its creative and small-business support from grants to 9% loans paired with accelerators. His advice to founders is to start small, use the low-cost tools already available (AI among them) and build the capability to use capital before asking for more of it.

Sometimes it's not just about the amount of money you can access, it's about what can you do with the money.
